Not really - there are some people and ebay sellers out there who will offer to unlock your phone for a price, but really be careful of those because I haven't heard of one that was verified yet to be legit.

The data side is tied into the carrier the phone was created for so it wouldn't do you any good, you wouldn't be able to browse, download games, email or anything other than phone and text messaging.
