This page explains what the catalog splash screen is about.

To open the Catalog application, first press JUMP then roll the TRACKBALL until you highlight the Catalog icon in the left-hand "ring" of applications. The Catalog "splash" screen will appear on the right.
From the Catalog splash screen, press the TRACKBALL to enter the second-level Jump ring, which displays the Catalog category splash screens, including such categories as Ringtones , Applications , Games , Network Games , and Themes . From this second-level Jump ring you can also view your downloads history. Scroll to the top of the ring and select Downloads.

Note: Contents of the Catalog are downloaded to your device each time you open the Catalog application, so there will be a brief delay before the contents display. If you go to another application before the contents download, you will receive a balloon notification across the top-right of your display stating "Catalog contents fetched."
